Fred White

CC&D Owner/Manager (founded CC&D in 1993)

B.S. Construction Management – Northeast Louisiana University (ULM) – 1984

Fred has been active in the commercial construction and development business for over 31 years.  He received a bachelor’s degree in Construction Management from Northeast Louisiana University (ULM) in 1984 and began his building career with Acme Steel Buildings, Inc.  Acme Steel was founded by Fred’s grandfather in 1952 and is managed by his brother, Brady White. CC&D and Acme Steel work hand in hand on most projects, utilizing Acme Steel’s pre-engineered building systems.  Fred acts as manager for all CC&D projects and coordinates the entire construction process through experienced project managers and field superintendents.  He has, and continues to partner on numerous real estate developments with real estate developers and brokers.  Fred and his wife, Melissa have four children, two grandchildren and are members of Word of God Ministries.

Jared Maness

Operations Manager (employed at CC&D since 2002)

B.S. Business Management – Louisiana State University Shreveport - 1997

Jared received his bachelor’s degree in Business Management from LSUS in 1997.  Since that time, he has grown in the construction industry and formed strong business relations with many local contractors, subcontractors, and owners in the Shreveport-Bossier area.  Jared serves as Operations Manager and Project Manager.  Jared and his wife, Olivia, reside in Bossier, have three sons and are members of First Bossier – The Family Church.

Joe Partain, AIA, NCARB, Architect

Director of Sales (employed at CC&D since 1999)

B.S. Architecture – Louisiana Tech University – 1984

Joe received his architecture degree from Louisiana Tech University and has been active in the construction industry for 31 years.  Joe has vast experience, having worked with several professional architecture firms before associating with CC&D.  He is a Licensed Architect in Louisiana, Arkansas, and Texas and is certified with NCARB, National Council of Architectural Registration Boards.  Joe supervises initial design phases for construction planning and coordinates all building permit approvals/permitting, State Fire Marshal approvals and permit inspections.   Joe and his wife, Sharon, have three children, two grandchildren and are members of Church at Red River.

Niall D. Whatley, AIA, NCARB, Architect

Director of Architecture (employed at CC&D since 2007)

B.S. Architecture – Louisiana Tech University – 1995

Niall began practicing Commercial and Institutional Architecture in 1994 and has developed a wide range of experience practicing architecture in the fields of Justice, Religious, Financial, Education, Warehouse, Nursing, Multifamily and Construction Administration.  Professional affiliations include the American Institute of Architects, National Council of Architectural Registration Boards, Alumni of Leadership Shreveport Bossier and appointment to the City of Shreveport’s Comprehensive Building Board of Appeals.  He is a graduate of Louisiana Tech University, is registered to practice Architecture in Texas and Louisiana and hold NCARB Certification allowing reciprocal registration in other jurisdictions in the United States.  Niall, his wife Renee’ and two sons, Will and Jack, are members of North Point United Methodist Church in North Shreveport.

Casey Phillips

Estimator (employed at CC&D since 2004)

B.S. Construction Management – University of Louisiana at Monroe – 2000

Casey graduated from The University of Louisiana at Monroe receiving a Bachelor of Science in Construction Management in 2000. Since that time, he has worked in estimating/quantity take-off.  Casey has a strong desire to provide our clients with high quality building projects, at an affordable price.  Casey joined CC&D in July of 2004.  He acts as Estimator for all CC&D projects.  Casey and his wife, Grace, have three children, Abigail, Aaron and Andrew and are members of First Bossier – The Family Church.

Don Carson

 Project Manager (employed at CC&D since 1999)

 Field Superintendent (31 years’ experience)

 United Brotherhood of Carpenters Apprenticeship Program - 1982

Don began his construction career in 1978 as a carpenter.  He been a field superintendent for 31 years and has supervised numerous projects at CC&D since 1999.  Don was the superintendent on many notable projects including Ivan Smith Furniture, Enterprise Rent-A-Car, Time-it Lube, Shreveport Eye Clinic, Ashley Ridge Pointe, Southland Printing, Fire Tech Systems, EMD Medical, Ouachita Independent Bank, Knight Oil Tools, Ark-La-Tex Oral and Maxillofacial Surgery, Castellano Office Park, Knight and Sanders Surgery and Dr. Stephen Hooper’s Clinic.  Don was recently promoted to the position of Project Manager at CC&D.
