Fred White, Jr.
CC&D Manager

Fred has been active in the commercial construction and development business for over 24 years. He received a bachelor’s degree in Construction Management from Northeast Louisiana University and began his building career with Acme Steel Buildings, Inc. Acme Steel was founded by Fred’s grandfather in 1952 and is managed by his father, Fred White, Sr. and brother, Brady White. CC&D and Acme Steel work hand in hand on most projects, utilizing Acme Steel’s pre-engineered building systems. Fred acts as manager for all CC&D projects and coordinates the entire construction process through experienced project managers and field superintendents. Fred and his wife, Melissa have four children and are members of Word of God Ministries.

Joe Partain
Architect, AIA, NCARB

Joe received his architecture degree from Louisiana Tech University and has been active in the construction industry for 24 years. Joe has vast experience, having worked with several professional architecture firms before associating with CC&D. He is a Licensed Architect in Louisiana, Arkansas, and Texas and is certified with NCARB, National Council of Architectural Registration Boards. Joe supervises design phases for construction and assists customers with selecting colors, finishes and all other features of the building. Joe and his wife, Sharon, have three children and are members of Glad Tidings Assembly of God.

Niall D. Whatley, AIA, NCARB
Project Architect

Mr. Whatley has been practicing Commercial and Institutional Architecture for 17 years with a wide range of experience including Justice, Religious, Financial, Educational, Warehouse, Nursing, Multifamily, and Construction Administration. Professional affiliations include the American Institute of Architects, National Council of Architectural Registration Boards, Alumni of Leadership Shreveport Bossier and appointment to the City of Shreveport’s Comprehensive Building Board of Appeals. Mr. Whatley is a graduate of Louisiana Tech University and is registered to practice architecture in the states of Texas and Louisiana. Niall, his wife Renee’ and two sons, Will and Jack, are members at North Point United Methodist Church.

Jared Maness
Operations Manager

Jared received his bachelors degree in Business Management from LSUS in 1997. Since that time, he has grown in the construction industry and formed strong business relations with many local contractors, subcontractors, and owners in the Shreveport-Bossier area. Jared serves as Operations Manager and Estimator. Jared, his wife Olivia and son Reed, reside in Bossier, attending church at First Baptist Bossier.

Brian Weems
Project Manager

Upon receiving a Bachelor of Science degree in Construction Management from The University of Louisiana at Monroe, Brian spent several years in the Dallas construction market. In an effort to be closer to family and friends, Brian and his wife Amy relocated to the Shreveport/Bossier area in the Fall of 2002. After working for two other local General Contractors, Brian joined the CC&D team in 2006. Brian, Amy, and their two children attend St. Jude Catholic Church in Bossier City.

Ryan Carter, MBA
Assistant Project Manager

Ryan received a BS in Construction Management from LSU in 2006 and a Master of Business Administration in 2007. He is member of the American Institute of Constructors and certified as an Associate Constructor. Ryan attends Broadmoor Baptist Church in Shreveport.

Casey Phillips
Estimator

Casey received a bachelor's degree in Construction Management from The University of Louisiana at Monroe in 2000. Since that time, he has worked in estimating/quantity take-off. Casey has a strong desire to provide Owners with a quality building at an affordable price, Casey joined CC&D in July of 2004. He acts as Estimator for all CC&D projects. Casey and his wife, Grace, have three children and are members of First Baptist Bossier City.
